Neil was born and raised in Yukon, Oklahoma. His grandparents were all farmers in the northwestern part of Oklahoma, and his father always worked in an agriculture related industry. Neil earned a BS degree and a MA degree from Southern Nazarene University in Bethany, Oklahoma. He has been married to his wife, Nancy, since December 19, 1980. They have two children, Courtney and Tanner. They moved to Twin Falls, Idaho, in July of 1995. Neil has nineteen years of experience as an investment representative and insurance agent.
